In beginning of July, a new regulation (Regulation (EU) 2019/1148) on the marketing and the use of explosives precursors has been published in the Official Journal.

This new regulation amended REACH Regulation especially concerning the entry 58 of Annex XVII REACH (list of restrictions) related to Ammonium nitrate in which two paragraph of the column 2 have been deleted (Article 18).

It is also indicated that this new regulation does not apply to the articles as defined in Article 3(3) REACH. In addition, the definitions of a substance, a mixture and an article as defined by the REACH Regulation apply to this new regulation.
