New opinions from Biocidal Product Committee

ECHA's Biocidal Product Committee recently adopted their <link http: echa.europa.eu regulations biocidal-products-regulation approval-of-active-substances bpc-opinions-on-active-substance-approval _blank>opinions on the approval of two biocidal active substances:

  • Reaction products of paraformaldehyde and 2- hydroxypropylamine (ratio 1:1) (originally notified as HPT) in product-types 2, 6, 11 and 13.
  • Reaction products of paraformaldehyde and 2- hydroxypropylamine (ratio 3:2) (originally notified as MBO) in product-types 2, 6, 11, 12 and 13.

These biocidal active substances meet the exclusion criteria set out under Article 5(1) of <link http: eur-lex.europa.eu legal-content en txt pdf _blank>Regulation (EU) No 528/2012 (the BPR).

Active substances meeting the exclusion criteria should not be approved unless it is shown that at least one of the conditions for derogation set out in Article 5(2) of that Regulation is met.

In that context, a 60-day consultation is made in order to gather information to demonstrate whether or not one or several conditions for derogation are met.

Interested parties are invited to contribute to this consultation, to indicate if they consider that one or several of the conditions set out under Article 5(2) of the BPR are met, or if none of these conditions are met, and to provide justifications. Contributions shall therefore be sent by 4 November 2017 at the latest.

The Commission together with Member States will take into account the information collected in order to decide whether or not to approve of these active substances for these product-types.
