Tattoo inks – End of the exemption for Blue 15:3 and Green 7 pigments

The transitional period for Blue 15:3 and Green 7 pigments under the REACH restriction on tattoo inks and permanent make-up is now over.

As a reminder, since 4th January 2022, a large number of substances used in tattoo inks and permanent make-up are subject to restrictions in the EU, under the REACH chemicals regulation.

For the two dyes Pigment Blue 15:3 and Pigment Green 7, a transitional phase was granted so that the industry can develop alternatives to these substances. As the competent administration, the Environmental Administration (AEV) would like to draw the attention of the sector's professionals to the fact that this derogation is no longer applicable since 4th January 2023.

The restriction also requires that the mixture includes among others the following information:

  • the words "Mixture for tattooing or permanent makeup";
  • a reference number to uniquely identify the batch;
  • a list of ingredients....

AEV advises tattoo studios to strictly ensure that the tattoo and permanent makeup mixtures used comply with the REACH restriction.

The AEV agents will carry out controls during the year 2023, in order to monitor the compliance of tattoo inks with the REACH regulation.
